Report – Global Risk and Strategic Forsight on Organised Crime

20 percent of businesses in Sweden have already been directly impacted by organised crime. 2Secure’s analysis suggests that this number will continue to rise and it’s only a matter of time until your business is affected.

How would you know if your business was infiltrated by organised crime?

Organised crime is a rapidly evolving threat that poses serious risks to businesses across Europe. Swedish businesses, in particular, face a growing array of risks, including ransomware attacks, cybercrime, extortion through violent means such as explosions, and criminal infiltration. From 1st  January 2024 until 28th February 2025, Sweden experienced 332 shootings and 168 explosions. These activities not only undermine business stability but also erode trust in commercial environments and weaken overall economic resilience.

Criminal networks have become increasingly sophisticated, leveraging new technologies to infiltrate businesses, conduct cyberattacks, and exert both financial and physical pressure on businesses. In Finland, almost 1,900 heads of businesses have connections to criminal networks. 2Secure’s Strategic Advisory unit assesses that criminal networks across Europe will continue to tighten their grip on the public and private sectors, leading to the further deterioration of the threat landscape for Swedish businesses.

To combat these threats, businesses must be proactive and implement a number of mitigation measures. By investing in insider threat prevention programmes, background checks, threat monitoring, and by fostering an organisational security culture, you improve your business’ resilience to the threats posed by organised crime.

This report is based on several sources and provides an expert analysis of current trends in organised crime and the risks European and Swedish businesses face. The urgency to act cannot be overstated. Business leaders must recognise the evolving nature of organised crime and take decisive steps to fortify resilience, to navigate risks and thrive in today’s dynamic environment.
